Partly due to the funny moves, but also because they're genuinely some pretty interesting characters, mechanically speaking, and their AI is very well programmed so it makes for some good fights.
And that's about all I use MUGEN for these days, AI fights. I remember when I'd get so frustrated when I'd download a new character but they had custom AI, so I couldn't just button-mash them as a weaker character and win, but even when I'm way better at fighting games I just like MUGEN as a way to get cool fights from cool characters.

This is what my MUGEN looks like currently.
There's a lot of fun to be had form building your own MUGEN built exclusively for AI fights. Getting a new character and pitting them against one you already have to gauge power levels, then it becomes a question of if they're just the right amount of power, maybe a little underpowered but they do interesting things, a little too overpowered but maybe that's the fun. And of course there's characters that are too weak or too strong while also being super lame (IE. Every character that has a combo-breaker they can do at any time. I HATE THAT!).
Then you sort of categorize characters on how strong they are like weight-classes, and then you get that one matchup between two characters who are super even with each other and it's always and exciting fight! Or even pitting characters unfairly and seeing how many games it takes for the underdog to win a single round. And there's nothing more satisfying than trying matchups you haven't tried yet and they end up making for really good fights. It's super fun.
