Besides that last part saying that CTR and DKR try to imitate Mario Kart which is just wrong, that's not the only part about the review that was weird, the whole thing is pretty much. There's some stuff that pretty much every other reviewer praised that's bashed here.
They complain about the team mechanics meaning that you can lose if you win the race, but then also complain about the team mechanics not being important enough, too. I'm all for opinions, but if your complaints about the tracks are that they're "too colorful" or that there's not much going on on the tracks, give me some examples. And well, complaining about having to play the story to unlock the story missions is by far the weirdest complaint I've seen.
