Eh, for Allegro, it was mostly I thought about an aesthetic and figured I wanted to try to make a Sonic OC based off that aesthetic. Her being a hacker was kind of an afterthought, as I wanted her background to be something to somewhat contrast her appearance and because I have a soft spot for fictional hackers, haha.
And the many others - I don't really remember. -

depending on the OC, usually I have an idea for a concept and then just see how an idea/character could work within the world(s) of Sonic, whether it be the games, Archie Sonic, or IDW. I do have characters I made "just bcuz" but a lot of the time I like the different iterations and universes of Sonic so much that I write lore and stories to go with these characters, a quick list of some character concepts I've had, whether I really used them or not as an example
Tide the Owl - a Babylonian from a different group than Jet, Wave, and Storm's, it's been said that the Babylonians were all separated from each other so it's easily possible for them to of developed differently. While Jet and his ancestor's technology were what inspired Genies (with the Magic Carpet Gear) Tide's ancestry led to the idea of witches and wizards, in Archie Sonic the Battle Bird Armada and the Babylon Rogues have history with each other so Tide would be "related" to Dr Fukurokov and work within the Battle Bird Armada, in preboot Archie Wave also worked under Dr Fukurokov so Tide and Wave would have history w/ each other

Ginger Robotnik - I like the idea of Tails and Robotnik cooperating at times, so I made a fox character that was Robotnik's protege, but since Robotnik/Eggman will scrap robots and abandoned bases he's built easily (Scrapnik Island for example, uses this idea) once Eggman was bored of teaching Ginger what he knew he left him behind much like his other robots and projects, angered by this Ginger aims to "prove himself" as a genius and even replaces his body parts w/ various pieces from other Eggman Robots (previously having Egg-Robo hands, he now has Metal Sonic hands) also bcuz I like mean bean/puyo tetris I wanted to make a "Robotnik" for a sequel game

I have a lot of other characters w/ different origin stories and ideas, but I think speaking abt my 2 main characters is plenty for now lol
tldr: I get an idea and I go "that's cool, how can I make it work?" and then I usually end up designing a character bcuz of it -
