That's definitely a fair assessment.
Tails has certainly grown a lot in the last 20 years or so, so him cowering in fear seems really OOC for him. If it was
classic Tails one might have a better argument for him acting scared like he did. Could he have suffered PTSD from Sonic's defeat/disappearance? Possibly. But Tails has been in tougher positions on his own before, and he'd know that regardless of whether Sonic was alive or not, defeated or not, he'd need to be strong for his big bro's sake.
Even in say, AoSTH when Tails' character would have been more acceptable to act that way, he still braved up when Sonic was in danger or had to do things on his own. Considering how much he's grown (and granted, it is games canon, but even so) it just seems so out of place.
I forgot about the Shadow shorts in the game, but it would have been nice to have had more characters to play and a bit of story development for the custom character. I do not think they should do away with the custom character, but maybe make more options for him/her and give him/her the ability to name your character. Some custom abilities would have been nice as well, maybe limit to one or two major moves instead of just a cool weapon.
I do want to see more characters come back as playable, not just as side lined characters. I felt like there was more they could have done with the characters in Forces. I mean, it was called Sonic
Forces which to me implies there'd be an army. In the comics, everyone banded together...but in the games it's like...they try but without Sonic they're completely lost. I get they want Sonic to be a major hero, but he's relegated as like Goku in Dragon Ball Z, without him the world is basically doomed. Yet all these other characters have some amazing powers and abilities, why not utilize them? Give them some time to shine. Back in the day Tails and Knuckles got to shine in their own games and so did Shadow, so why not? I would have done the game so much differently. And Sonic just didn't even phase being tortured all that time, and he joked that Green Hill looked like a desert...it's like the characters had no soul...no emotion...and Tails' bravado got sucked out of him...you'd think he turned into Antoine. Give me a break.
And where was Blaze? A devastating world take over seems like a good place for our favorite fire cat to step in and help. I actually liked the fan theory that Blaze WAS Infinite before they revealed it was that random jackal guy...the backstory was not only lame...but his initial defeat was terribly anti climatic. They hyped this super powerful never before fought villain who was a force to be reckoned with...only for him to be a joke at the end. It's sad.
