If I didn't know any better, I would suggest that, this being a multi-game test cart, this music had accidentally been lumped in with the rest of the Sonic 2 stuff when it really belonged somewhere else, but again, only if I didn't know better. That Sega chime is a dead giveaway. Interestingly, I don't think that many games barring Sonic used it, even though it had been the company's jingle for years and years before Sonic.
EDIT: Thinking about it now, especially with the title in mind, another thought would be this being an early version of Genocide City's theme? Who knows, though...?
