I very much see the movies as their own thing separate from the games, so whatever they do is whatever they do, I don't really WANT anything out of them aside from not being really low quality.
But for the sake of discussion, while not unlikely, I think characters like Silver have a really low chance of showing up. It's less about how SEGA views these characters and more because the movies need a good reason to introduce a character so they don't just bloat out the roster with superfluous characters that are just there to please hardcore Sonic fans, which is not the audience the movies are aiming for.
Metal Sonic on the other hand I do see showing up in some way, more so because it would be introducing a new threat for the next movie just like Shadow does. And I'm lead to believe the movies would wanna introduce Amy eventually since she's the most popular character after the main 3 and Shadow.
