If you had asked me back on the PS2 era about the two I would have handily said Silent Hill. The first 3 were amazing games! 4 was good too but after that it never recovered. It looked like it was going to when Kojima was in charge of Silent Hills but that quickly got canned when they fired him. RE got pretty bad too with 5 and 6, imo, but it recovered with 7 and RE2 remake.

The Silent Hill games were great, the second game is my favourite from the series, but I first game is the scariest from the series. Although SH2 did have some scary moments. Apart from Silent Hill 1&2 I haven't played much of the other games. I have Silent Hill Origins on the PS2, which is how the whole series started, and Silent Hill 3 which is the true sequel to the first game.

Silent Hill 3 is my favorite. I remember when it came out it had the best graphics and was really impressive with such a creepy atmosphere. Out of RE I'd have to give that to Code Veronica or 7.
