Though of course, since the game never left Japan aside from later compilations, it's all in Japanese. The Sonic Retro page has translations for the story and character profiles, but if you really need instructions then the Sonic Wiki Zone has a section in this game's page about the gameplay.
Unfortunately I couldn't find a full translation myself short of actually just learning Japanese in a single day and translating it all myself, though the story and profiles are still a fun quick read.
On the topic of the profiles...

Got reminded that Amy's car in the Drift games was straight up alive.
We never get an explanation for it and that's exactly why I love Breeze's mere existence.
Thank you! I had no idea it was exclusive to Japan. I think it's a great game. And I think that Drift 2 is an exceptional game. I played Super Mario Kart to compare, and I actually prefer Drift 2. SMK is remarkably technical. It's astounding how similar of plays to 64, really. Do you know if there are many tweaks to characters between the games? Knuckles is so much fun, controls perfectly. But is 2 just more characters and stages and otherwise the same? It feels different to me, but I might be imagining that.
