(Thanks so much! And, you are correct! Great analysis. I was indeed hinting at Kingdom Valley, one of my favorite levels of all time.)
So I definitely think the "Robuttnik" reference is essential here, and places this not only within the Classic-verse but in relation to SatAM / Archie as well. The only game I'm aware of that has any direct links to SatAM or Archie in some way is Sonic Spinball, so that will be my guess. Unfortunately I haven't yet played that game in full (I definitely want to though) so I'm not fully confident this is correct, but I can't think of any other game that I feel fits better.
New hint:
Without a resolve of steel forged in the fires of suffering, one might go mad at the twisting pathways and manic lights of the surreal network. -

Maybe I shouldn't have said Robuttnik. The name was just to refer to the fact that I'm talking about a younger or should I say Classic Sonic. I was actually referring to the Labyrinth Zone. This is shown throughout the hint since this appears to be the first time Sonic experiences with water levels as shown by his arrogance at the beginning and how he hates water at the end. Also he talks about the level being a maze like the name Labyrinth.
This may be referring to a level in Sonic and the Black Knight as shown in the first hint of forged in steel but since I never played that level I'm gonna go with Unawakening Float from Sonic and the Secret Rings. Fires of suffering referring to the fire that is in Sonic the twisting pathways shown throughout the level where you revisit parts of the level but upside down or sideways. And the lights referring to the stars in the night sky throughout the level.
Man, what a beautiful sight. Lights piercing through the night sky and buildings with satellites and TV's everywhere. Oh? Seems like it's going to rain soon (or is it gonna get a lot hotter? I never trusted the weather chicken). Alright, gentlemen, let's take five! -

(That is definitely a really good guess, and I really like the inference and parallels you drew to Sonic and the Secret Rings. However, I was actually hinting at the level Mad Matrix from Shadow the Hedgehog, which is one of 2 levels in that game to take place within cyberspace. The "resolve of steel forged in the fires of suffering" was an abstract reference to the trauma and subsequent character development experienced by Shadow. "One might go mad" is a reference to both the level's name and nature (it is an amazing and fun, but very difficult and complex level). "Manic lights" is a reference to this as well, plus the bright computer-light aesthetic used throughout the level. "Surreal network" is a reference to how the level takes place in cyberspace, with a common mode of transport being as information traveling through a network. The surreality of this is a hint to the nature of the level as well. The overall dark tone / intense word choice of the hint was also intended to suggest that it was a Shadow the Hedgehog level.)
I think you are hinting at the level Studiopolis from Sonic Mania, specifically Act 2 as it has the weather chicken boss. I love that entire level so much, and the weather + TV + chicken aesthetic at the end is one of my favorite moments in the entire game. I love the retro TV aesthetic, the usage of various types of weather and the cute chicken! I really like the way you worded your hint, it captures the tone and atmosphere of that level perfectly.

(Yep! It is Studiopolis)
Once I read the second word of the hint I immediately jumped to the Marble Garden Zone in Sonic 3. Soaring silently over gentle waves referring to Angel Island and the "mysterious expanse" because this is Sonic's first time on this floating island. "Reassuring familiarity and companionship" is probably referring to Tails if you play as both Sonic & Tails. The flaws to this guess are sleepy village and scatterd lights. I don't recall seeing a village per se in the gardens and, along with the scattered lights hint, makes it sound like it takes place at night. I'll just stick with my Marble Garden guess.
Ugh, this place is like a maze! So, I need to find this statue which should be over...wait no, I just checked there. Uhhh ah! There. Alright, now I just need to find the temple and....I'm lost. (Okay, this isn't necessarily a level but I'm doing it anyway). -

I'm not fully versed in every game so I may be incapable of guessing this, but I'm going to give this a go. Is it... the jungle section of Mystic Ruins in Sonic Adventure?

Incorrect. It is Oil Ocean Zone. B.P. being one of the big oil companies that years ago managed a massive oil spill in a body of water... hehe
As far as yours I don't think I'll stand a chance at knowing, so I'm going to just guess it's a level from Sonic and the Secret Rings maybe? -

You are correct though. It is from Sonic and the Secret Rings. Specifically the Night Palace, one of the last levels in the game.
Ah yes, I remember this level. Such a thrill to play agai- HOLD ON WHEN DID IT HAVE SAWS?! -

Yeah, I've never actually played that game but I know a bit about it, enough to guess the vibe match.
Oh heavens this is probably from Generations or Mania. Hmm... hmmm.... I'm going with... honestly I can't even fully remember. I'll guess Flying Battery on Mania. But I'm not confident!
And for me? Hmm...

So close! It is from Generations. Specifically, the City Escape level which has the truck from the original game has saws and rockets chasing you.
At first, I was thinking something from Sonic and the Black Knight but that last part makes me think otherwise. So I'm thinking either Sonic CD or Generations with the years' lin- HANG ON! I GOT IT! Hidden Palace Zone for Sonic the Hedgehog 2 on the iOS. It starts with Sonic falling and it's a place just added to a game that has been out for years.
The void gets bigger sucking everything in its path. Time to run! But can you even outrun it? It just keeps growing and even the ground is becoming your own obstacle. You don't have time to think! Just get to earth NOW!
