Have you tried using a different modem (made by a different company) and seeing if you get better results? Last time we bought a modem, it actually didn't work at all and we had to have it replaced, so maybe try it on another computer too (if you haven't already) to make sure it isn't the problem here. Also... having a good antivirus/antimalware is always a good idea... even if you've beat this virus in the butt, it always helps to be able to prevent new infections, not just scan to see if you already have any.
