To add on to what Cal said, unless Gamma is important to the plot, there is no reason for him to return. He has already fulfilled his purpose in SA1, and the last time I checked, he's dead. There is no point in him returning. That's like saying you want Maria to return.
Lol, well you know. Shadow died, by falling from space to earth ground. I think it's obvious that something like that kills a person, so if Shadow survived from that, Maria might as well have the possibility to survive from a bullet.

I can understand that, but think about this, Maria was shot over 50 years ago. She was around 12 when she was shot (although I'm not sure if she was given an official age). Even if she did survive, she'd be 62 at the least, and a bit to old to contribute anything to the plot.

Rumors, of course, are shady. I would find it extremely doubtful that Gamma would make a return; It's just been too long and (as previously noted) Omega overshadows him now.

From a purely personal standpoint, I'd like to see him again maybe once or twice, further develop his character and possibly the flaws in Dr. Robotnik's designs which allowed Gamma and Omega to develop personalities. Conversely, as another idea, he might have fully intended those two to be different (Emotion Simulation Core, that kind of thing) and meant to accomplish...something. There are a lot of possibilities.

Unfortunately, I fear that my conjecture is likely to remain conjecture permanently.
To-Do List:

1) Write Signature.
2) Write To-Do List.

...no, really, that's my life in a nutshell.

I disagree. Omega does not overshadow Gamma. He might story-wise, but not popularity-wise. In fact, when Omega was first introduced, he was hated by most of the fanbase simply because he wasn't Gamma.
