So what do you think about Scarecrow? Will he return or not?

But looking at all the clues they give you, Whatever Scarecrow is planning seems way too big to deal with in DLC form.

You have to hack into with the little hacky device (Yea I never took the time to remember its name), and the code is Cityof Terror. Inside is pretty much just Scarecrows stuff and a message pinned to one of the beams at the end that has his real name on it. Can't remember it's exact location, though.
