 No some urinals have pretty powerful flushers... We call these "midget showers". xD (No offense doods.)
In all seriousness, it probably is set so that once you flush the game is over.

SCENARIO:

Bob: Hey Bill check out this new urinal game! I'm gonna play! *ziiip *pee-pee *beep-boop-ding-zing-blat-boom-pow

Bill: Ah~! That game is AWESOME! You just got a high score!

Bob: Not yet I didn't... 100 more points and I'm there-- OH NO! My pack is emptied! I'm dry, I'm dry! Bill hurry take over!

Bill: Gotcha. *ziiip *pee-pee *beep-boop-ding-zing-blat-boom-pow

*HIGH SCORE*!

Bob: Yea! Thanks Bill! High five!

 Oh dear god that was just horrible and funny at the same time. My mind is forever scarred.

But in all seriousness, I don't think any self-respecting man would do that (Heck usually their is only one guy in the bathroom. We just aren't that um... oh what is the word I'm looking for... social maybe?). But it probably will happen.

Oh god I had an image of if women had more "open" lavatories we'd never leave it'd be like a place for women to gossip and talk about all the men-folk. I'd never want to use a work bathroom again... I, as a rule, don't use public toilets and just hold it in because public toilets freak me out.

"How many asses have been on that pan before me. MUST HOVER!"
I actually think I'd be quite concerned if women's public toilets had "games" in them. :/
