Drawing program; looking for a program

Currently attempting to return.
I'm looking for a program that would let me put a image and draw above it and then take the original picture from behind.
Like drawing using "transparent" paper.
I very bad with perspective and it would help me if I had a base.

I personally use SAI. I would suggest you use the same, it's smoothing is simply divine and it's fairly easy to use.
