 Maybe it's some reinforced temper material, something we in this stage of existance can't create. After all, in this Sonic Universe they already have technology we have not yet obtained.

 Maybe He has metal on the bottom of his shoes and he paints them red. or maybe its how Hyper Sonic said In the sonic universe there is technology we dont have!

i dont know about that, and if you look at screen shots from the games you can see the the whole bottom of his shoe is rubber

^... or maybe it's metal MADE like to look like rubber...
