I would try to stay clear from the girl you dislike, it sounds like she has way too many issues when it comes to relationships. I would also try to find someone else, make new friends and look for love somewhere else. It sucks having a crush on someone who doesn't share the same feelings, I've been there a few times. But since she just wants friendship from you I would hold that close if I was in this situation. Plus best friends could possibly end up being more than that in the future, she could develop feelings for you later on in life. So in the end, don't talk to the crazy chick that can't keep a relationship but do hang out with the girl you like and seek love somewhere else. I wish you the best of luck with this situation and do tell us what happens.
