 I've had some experience with designing websites, and all I can say is that it depends on the system you're using to create it. It can be as easy as uploading images to a default template, or it could be as hard as creating a template itself. I personally think for you, Forum Motion is the best website builder for you. That is, if you want it to be as easy as uploading an image to a default template and not being bothered by having to do a few editing tricks to make things function in the right way. Good luck with it however.
