Of course we're to assume Uekawa did it after Sonic directed him back to the crime scene; It's not a plot hole. And once Sonic saw that hideously-disgusting outfit she used to wear, he's the one who suggested her red dress. Notice how it flares out? Provides him views from a distance and puts enough drag on Amy so that she will never manage the speeds to catch him.
Take it from one who knows, red stands out. Ask any American Colonial sniper from the Revolutionary War :P

Here's a theory. With the Internets Bliz has just won, she had harnessed them in a distributive system which allowed her to discover how to time travel. She traveled back in time, got into Sonic Team's maze of cubicles with a green colored pencil and an electric sharpener. The rest is history.

All right everyone, I've noticed that this place has turned into a sea of bitterness and bickering about the modern era of Sonic. I'm going to pick that concept up and turn it on its head. Let's talk about the positive aspects of modern Sonic.

By modern Sonic, I am classifying it as Sonic Adventure and onwards. No flaming, flame-baiting, mockery or such will be permitted.
